Moves the pins and engine.version. The release itself is flutter_release_ex/3.47.8-rc4: the same tree, on top of flutter_release/3.47.8. Once the gate passes and the shorebirdtech/shorebird release PR is approved, the run fast-forwards flutter_release/3.47.8 to it and squash-merges this.
