Removes the semantic_pull_request CI check and the guidance telling agents and contributors to write conventional-commit titles. The enforcement caused extra CI back-and-forth and the prefixes don't help.

Required checks

No branch protection or ruleset in this repo requires a "Semantic Pull Request" check (checked 2026-10-27; the org ruleset requires only a review), so nothing waits on the removed job.

What could go wrong

Nothing waits on the removed job, so a broken gate would show up as this PR's own CI failing.

Landing

Lands once a maintainer LGTMs and CI is green; nothing else holds it.

🤖 Generated with Claude Code

Drop the semantic_pull_request CI check and the docs that tell agents and
contributors to write conventional-commit titles. The check cost extra CI
round trips and the prefixes did not help.

Adversarial review (separate agent, full diff)

  1. .github/ISSUE_TEMPLATE/feature_request.md still pre-fills title: "feat: ". No change: issue titles were never checked.

The ci gate's needs was updated correctly, and the YAML is valid.
