Send annotations without a result URL - #4922

Annotations were only sent when --resultBaseURL was set. Teams that keep the HTML report as a CI artifact still want to mark runs in Grafana, with a title like the repository and a message like the pipeline ID. Setting an annotation title or message is now enough. Without a result URL the annotation just leaves out the links to the report. Fixes #3432 Assisted-by: Claude Opus 5.5 noreply@anthropic.com
