This pull request adds the code_channels app manifest feature to the hand-maintained manifest types in @slack/web-api (used by the apps.manifest.* methods), mirroring slackapi/manifest-schema and the Slack CLI (slackapi/slack-cli#641).

• Adds features.code_channels with the optional enabled and slash_command_url fields. Descriptions are taken from the manifest schema.
• Adds the code_channels:manage scope to the bot scopes, which the agents.conversations.* methods require.
• Extends the apps.test-d.ts tsd coverage with a happy path for the new feature and scope, and a sad path for a non-boolean enabled.
