Hardcodes the production Turnstile Site Key (public, non-secret) as the default in
config.ts, mirroring theGA_IDpattern — Cloudflare build vars for PUBLIC_ values have been dropped in prod before, so the reporter's Turnstile widget was still baking the always-pass test key. ThePUBLIC_TURNSTILE_SITE_KEYoverride still wins if set. MatchingTURNSTILE_SECRETis a Worker secret. Fixes real report submissions 403-ing on prod.
