Update AGENTS.md: Windows installer and release lessons

Standing rules learned shipping v0.11.6:

• New Windows installer section: why install.ps1 has no top-level param() and runs in its own scope, the .File gate for $args/dot-sourcing, the test-hook guards, the Defender Commando.A!ml block on powershell -c "irm … | iex" (docs use the in-session form; a site test guards it), and the www host plus text/plain route.
• Announcements: an id that shipped in any release, pre-releases included, is used forever.
• Releases: pre-release-only versions fold into the next stable CHANGELOG section; pre-release notes carry a temporary testing block removed at promotion; published versions are never deleted or reused.
• Rehearsal traps: Windows smokes run natively when the agent has a host, otherwise they stay owner steps.

Docs-only; no code or release change.
