Add Control Panel for working with search query elements

The control panel should enable the user to:

1. Create new search queries
2. Execute the search queries (or parts of it) to preview results

This issue may be replaced with a different, but related, issue - given the fact that configuring search query rules will change in the near future. See #2 for more information.
