Adds
.github/dependabot.ymlfor thedockerecosystem. Dependabot already recognisesDockerfile.github_action_dockerhub. When the upstream tag moves, it opens a PR that updates the pinned digest, with:cooldown.default-days: 7, so no update is proposed until it's at least a week oldIndependent of #3. Before that merges there's no digest pin, so Dependabot will only bump the tag.
