Optimize aquery for wildcard target patterns

Summary

• reuse wildcard-only target patterns directly in the action query instead of expanding every discovered target label
• preserve the existing expanded-target query for mixed and non-wildcard configurations
• retain top-level target exclusions when building the compact query
• add regression coverage for large wildcard expansions and the mixed-pattern fallback

Validation

• swift format lint Sources/ Tests/ Example/ --recursive --strict
• swift test (101 tests passed)
• swift build
• swift build -c release
• compared expanded-label and wildcard action queries in the example workspace: both returned the same 20 normalized actions
