Main-branch pushes currently force a minor-version release, including dependency or metadata maintenance. Replace that automatic publisher with Release Decision, an explicit none (default), patch, minor, or major choice.

The selector uses bin/bump-version and calls the existing Release workflow only for a selected version bump. none records the decision with read-only permissions and skips checkout, version changes, and the publisher. The existing manual tag/ref interface remains available, and release-generated commits can no longer trigger a duplicate automatic publication.

Validation:

• Executed the workflow's version-selection shell in disposable fixtures: 1.46.0 → 1.46.1 / 1.47.0 / 2.0.0; both version and lockfile metadata agree.
• none leaves version/lockfile unchanged and produces no release tag output; invalid input fails closed.
• Actionlint passes for the new workflow, including ShellCheck. Workflow/expression validation passes for both workflows; the existing publisher's six ShellCheck warnings are unchanged from main.
• git diff --check passes. No gem was published. The hosted none dispatch will be checked after the new workflow reaches the default branch.
