The "Assign Groups" bulk action (available when selecting multiple users in the Users listing) only allows adding a group to the selected users. There's no way to remove/unlink a group from them in the same dialog.
This makes it impractical to bulk-move multiple users from one group to another: you can add the new group to the selection, but you still have to edit each user individually to remove the old group.
Describe the solution you'd like
Add the ability to unlink/remove one or more groups from the selected users directly in the "Assign Groups" dialog, maybe using the same fieldtype available in the Edit User page, in addition to the existing "add" behavior. This would let admins bulk-move users between groups (add the new group, remove the old one) in a single action, instead of having to edit each user one by one.
Describe alternatives you've considered
Editing each user individually to remove the old group from the "Groups" field — not practical when moving many users at once.
