docs: correct API limitations for payee and category creation - #51

The YNAB API supports creating payees, categories, category groups, and accounts; the SDK exposes createPayee, createCategory, createCategoryGroup, and createAccount. The only remaining gap among the listed operations is updating accounts. Point readers at `ynab api POST` so payee creation works with the commands on main. The README and CLAUDE.md said the YNAB API can't create payees, categories, or category groups. It can. The installed
ynabSDK exposescreate*methods for all three. The only real limitation left is updating accounts.The README now shows how to create a payee with
ynab api. CLAUDE.md now tells agents to check the SDK before documenting an API limitation.#48 edits the same lines, so whichever PR merges second will need a conflict fix.
