Follow up to #6732

  • Removes AddChargingStation*Capacity. As these are better solved with the new socket quest.
  • Added AddChargingStationMotorcar First proposed here. This helps get rid of ambiguity in quests that can charge one form of transport, but motorcar is not tagged. It uses the already existing car_charger.svg icon
