Mechanical compile of 138 changelog.d/ fragments (accumulated since the last CHANGELOG.md compile) into the [Unreleased] block via scripts/build-changelog.py. No content authored; CHANGELOG.md now matches the compiled fragment output. Required before cut_release.py, which fails closed on a stale changelog (_changelog_compiled_or_fail).
