build: update swc_core to 82.0.0 and bump plugin versions

Update the plugins to use swc_core 82.0.0 and the matching SWC parser and transform crates.

Run scripts/update-swc-core.sh to update the Cargo lockfile, bump 16 Rust crates, and prepare releases for all 18 npm plugin packages. Bump stable npm packages by a major version and keep the two 0.x packages on their existing release lines with minor bumps. Update changelogs and generated READMEs.

Validation at e8daab1e: scripts/update-swc-core.sh and cargo test --all --locked completed successfully. Local tests: 524 passed, 8 ignored. The CI tests passed on Linux and Windows for Rust, and on Linux and macOS for npm plugin integration. The swc_ast_unknown check also passed.

The separate Claude Code Review job failed because the Claude Code GitHub App is not installed on this repository.
