Superseded by #24 — and this bump would not have fixed the vulnerability

Reviewed during a bulk Dependabot sweep. This PR should not be merged as-is, for two independent reasons.

1. It does not fix the CVEs. The advisories affecting System.Security.Cryptography.Xml are patched per-line:

Line Vulnerable First patched
8.0.x >= 8.0.0, <= 8.0.3 8.0.4
9.0.x >= 9.0.0, <= 9.0.17 9.0.18
10.0.x >= 10.0.0, <= 10.0.9 10.0.10

This PR moves to 10.0.9, which sits inside the vulnerable range. Five HIGH advisories apply: GHSA-23rf-6693-g89p, GHSA-8q5v-6pqq-x66h, GHSA-cvvh-rhrc-wg4q, GHSA-g8r8-53c2-pm3f, GHSA-mmjf-rqrv-855v.

2. It breaks the target framework set. This project multi-targets net8.0;net9.0;net10.0, but Microsoft.AspNetCore.DataProtection 10.0.9 ships only .NETFramework4.6.2, .NETStandard2.0 and net10.0 dependency groups — no net8.0 or net9.0. That is why build-and-test (windows-latest) and analyze fail here while passing on main at the identical base commit (d1ad8db).

The fix instead: #24 bumps System.Security.Cryptography.Xml to 8.0.4, which patches all five advisories and still ships lib/net8.0, so the target set is preserved and the change stays a patch-level move inside the 8.0.x line. That also clears the NU1903 restore error that has failed CI on every main commit since 2026-06-04 — including the commits tagged Release 1.0.0 and Release 1.0.1.

Recommend closing this in favour of #24. If the intent is to move the whole DataProtection stack onto the 10.x line, that is a deliberate framework-targeting decision — dropping net8.0/net9.0 from <TargetFrameworks> — and warrants its own PR rather than arriving via a dependency bump.

Closing — superseded by #24, which shipped in 1.0.2.

This PR proposed moving System.Security.Cryptography.Xml to 10.0.9. Two problems with that:

  1. It would not have fixed the vulnerability. The advisories are patched per-line, and 10.0.9 is inside the affected range — the 10.x line is only patched in 10.0.10.
  2. It would have broken the build. Microsoft.AspNetCore.DataProtection 10.0.9 ships only net462/netstandard2.0/net10.0 dependency groups, with no net8.0 or net9.0 — and this project multi-targets all three. That is why build-and-test (windows-latest) and analyze failed here while passing on main at the identical base commit.

The fix that shipped instead was 8.0.4, which patches all five advisories and still ships lib/net8.0, so the target set was preserved and the change stayed a patch-level move inside the 8.0.x line.

PostQuantum.DataProtection 1.0.2 and all seven satellite packages are now live on nuget.org clear of the vulnerable dependency.

OK, I won't notify you again about this release, but will get in touch when a new version is available. You can also ignore all major, minor, or patch releases for a dependency by adding an ignore condition with the desired update_types to your config file.

If you change your mind, just re-open this PR and I'll resolve any conflicts on it.
