test: prove Secret Provider rotation preserves pending graph state (SEC-05/08) #267

Open

Description

@philipgreat

P0/P1 conformance #216 maps SEC-01–12 case by case. Existing examples already prove concurrent same-type/same-ID ledger isolation and Vault request isolation. The rotation example needs explicit before/after assertions for an existing pending mutation ledger and unrelated Context/business-clock state. This is an evidence gap, not a confirmed runtime defect. Add narrow assertions and required example success markers, execute native examples twice before internal consumption, and reuse unchanged production artifacts where exact source equivalence is proven. No main merge, public release/tag, generator deployment or Actions enablement.

    The test/example-only change is qualified and normally fast-forwarded to formal Secret P1 at a847dac3. Source and existing private-artifact consumers pass twice; rotation preserves pending mutation ledgers, unrelated Context state and business clock. https://github.com/teaql/teaql-conformance/blob/ea52c01fc3dfef5ac7ebab7e5665bb38ca6bf732/evidence/2026-10-22-sec-installed/README.md

    This is formal feature adoption, not a main merge/public release or CI/review waiver. The original immutable runtime package retains its older source identity; no production code changed.
