P1 semantic review finding (decision pending): SqliteCommittedMutationRecorder sets audit.purpose to the fixed text "replicate committed graph" because MutationIntent has no separate business-purpose field. The accepted CMR design describes preservation of source audit intent; a fixed replication purpose must not be mistaken for the original business intent. Rust Draft #277 has the same behavior. This remains review-only until the envelope/contract meaning is made explicit. |

Integration candidate for review only; do not merge this PR. It combines current main with #216, #226 and #228 so CI can validate the complete stack before the required layered review and integration. Local focused tests, two-round runtime example and generated Q readback passed. Source/internal artifact qualification and human review remain separate. Tracking teaql-conformance#123.
