Tracks #57; keep open until an immutable internal wheel consumer passes. Adds importable Protocols and registration-time shape checks for request policy, Checker/Fix registry, independent schema provider, safe app audit sink, and runtime telemetry; composes them with the P0 InternalIdAllocator in one focused SQLite example. Preserves callable query policies, generated checker registries, auto schema wiring, diagnostic-only telemetry sinks and fail-open telemetry behavior. Removes unused _SchemaExecutor inheriting DataServiceExecutor. Fixes a pagination test fixture that had used non-callable objects as policies. Local: 860 passed, 8 skipped; full examples gate PASS; typed example passed twice; focused mypy pass. No public release or generator adoption claimed.
