Closes the Python Time transport gap discovered by the exact shared scalar_type_probe model (conformance #93). Adds DataType.Time and Value.Time, native SQLite text binding/typed readback, portable TIME schema mapping, copy-paste SQL rendering, and focused regression tests. Local full suite: 863 passed, 8 skipped; an unrelated telemetry shutdown timing test failed once in the first full run and passed both standalone and in the second full run. Generated end-to-end test passes against this source using -Dteaql.python.dir. No public PyPI release is claimed.
