Centralize pinned Swift 6.4 container settings and static Linux SDK installation in Make targets shared with CI. Add isolated amd64/arm64 test workflows, native release integration tests, static builds, and test filters without changing package dependencies or deployment targets.
Verification
make test,make analyze, andmake buildpassed on macOS. Both Linux architecture test suites, live native Linux CLI integration tests, and static release builds for x86_64 and aarch64 passed. The HTTP transport self-test emits its intentional known issue. SDK installation commands were dry-run checked, and static builds reused the already-installed matching SDK.
