Add a pass manager with always-on structural verification, optional translation validation (--verify-each) against the numpy oracle, IR dumps and timing. Passes: shape-infer, canonicalize, const-fold, cse, dce, fuse (matmul with bias/relu epilogue), range-check (interval analysis proving i32 safety) and per-target legalization. Add fused-matmul support to the IR (attrs, printer, parser, verifier, oracle, interpreter), driver pipelines per target and -O level, CLI flags, docs, and tests: directed per-pass tests, manager tests, every example through every pipeline, and Hypothesis properties (semantics preserved, idempotent, range-check sound) over generated programs.
