Add ROVA waste collection app

Summary

• Adds a community app for Dutch ROVA waste collection schedules.
• Looks up the unofficial ROVA calendar API by postal code and house number.
• Shows only the first upcoming date for each waste type, with colored trashcan icons in a ticker.

Test plan

• pixlet render apps/rova/rova.star postalcode=8017BA housenumber=11
• Set postal code and house number in schema and confirm pickups
• Confirm past dates are skipped and each waste type appears once
• Check 2x rendering (pixlet render -2)
