Publish flex-utils to GitHub Packages, which jscdn.tscircuit.com proxies for token-free tarball installation. Replace the npm registry with GitHub Packages, grant packages:write, and authenticate publishing using the workflow token. Add manual dispatch and fetch tags/history for pver versioning.
Consumers will use a pinned jscdn tarball as a development dependency and bundle the implementation and exposed types into their published artifacts.
Validation: existing tests/type checking/build pass; publishing and CDN installation will be verified after merge.
