[Doc] Dot env config does not seems to be present anymore

Just noticed that the part about config seems outdated or not working because Config does not seems to load anything from dotenv and the official doc does not speak about that

Hi @MatthD

Config loads from the default environment, but not specifically from dotenv.

In the course's example we add the env variable when running the tsx command:

BASE_URL=https://pokeapi.co tsx src/index.ts

If you want to use dotenv, you either need to install it and make it load env variables inside process.env, or you can also avoid installing dotenv and use fromDotEnv as ConfigProvider

Oh right I understand now, this first section about config confused me because you do explaine what is dotenv and how it work file based, thought it was fully integrated inside Effect as it is for eg inside deno or other tool, AIU you just wanted to explain what an ENV VAR is ?
