The Windows job completed compilation and all tests successfully, then exposed a checkout line-ending mismatch in generated references. Added scoped .gitattributes entries forcing LF only for the three generated reference roots; the byte-for-byte reference check remains enabled. The current PR includes this Windows correction as well as the Rust 1.98 Clippy fix. |

Replace constant chunks_exact calls with the standard as_chunks array API without changing UTF-16 byte-order or remainder handling. This resolves the two concrete failures from Rust 1.98 in the Linux Clippy job; no lint suppression or toolchain downgrade.
Local validation: cargo fmt --all -- --check and both ssh_import::putty::tests pass. The PR CI must validate all platforms before integration. All changes target dev under the new branch workflow.
