feat: upgrade devframe to v0.9.2

Description

Upgrade the devframe / @devframes/* stack from 0.9.1 to 0.9.2.

• Bump the &devframe catalog anchor in pnpm-workspace.yaml (^0.9.1 → ^0.9.2), which retargets all 13 @devframes/* / devframe catalog entries at once, and refresh pnpm-lock.yaml.
• Adopt the new recommended importMetaUrl: import.meta.url field on the local oxcDevframe definition (packages/oxc/src/node/devframe.ts), matching how every upstream defineDevframe was migrated in devframe#261. It supplies the resolution base for the tool's own dependency graph (remote assets / declared services).

v0.9.2's other feature — service-open/service-shiki (devframe#260) — only deprecates devframe/recipes/common-rpc-functions, which this repo doesn't use (core ships its own vite:core:open-in-editor / open-in-finder RPC functions), so no consumer-side changes are forced. This is a non-breaking patch bump, so no MIGRATION.md entry is warranted (consistent with the 0.9.0 → 0.9.1 bump).

Validation: pnpm lint && pnpm test && pnpm typecheck && pnpm build all green (246 tests passed, 2 skipped).
