Remote developer agents cannot inspect staging workloads with the current image. This change adds checksum-pinned kubectl 1.35.8 and configures cluster access for sessions and workers.
The kubeconfig references the projected token and cluster CA, so token rotation needs no restart. Missing mounts skip configuration. A mismatched developer namespace stops startup. Both agent runtimes receive the diagnostic guide.
Rollout requires Terraform #1003, followed by image publication and manager/worker pin promotion. The Terraform change provides read-only staging RBAC, projected credentials, and API egress. No cluster changes were performed.
Validation:
All 12 applicable CI checks passed, including both agent image architectures.
Real kubectl against an isolated TLS API passed for session and worker mounts, token rotation, TLS rejection, missing mounts, and namespace mismatch.
Image smoke tests and existing profile tests passed.
Moved to ready at the author's request. Human validation and staging acceptance remain unconfirmed; the repository's human-test attestation has not been added.
For local validation:
cd /home/tee8z/repos/worktrees/buzz-staging-cluster-diagnostics
python3 voltage/images/buzz-agent/test-cluster.py buzz-agent:staging-cluster-diagnostics
Expected: three PASS lines. After rollout, exercise the Terraform runbook from a fresh session and worker. Confirm workload/log reads succeed and Secrets, exec, proxy, and mutation requests remain denied.

New Features
The Buzz agent image now includes kubectl and can provide read-only diagnostics for authorized staging clusters during work and run sessions.
Diagnostics include inspecting workloads, events, logs, metrics, Argo CD applications, and agent sandboxes. Access excludes Secrets and interactive or proxy access.
Documentation
Added guidance for staging-cluster diagnostics, including access limits and cautions for handling sensitive logs and manifests.

Walkthrough
The buzz-agent image adds kubectl and staging-cluster guidance. During worker and harness startup, the profile configures cluster access when supported credentials are mounted and the namespace matches the developer. New tests check image contents and access behavior.

Reviewed the diff against main, including projected credentials, startup instructions, Docker context inclusion, and the CI fixture. No remaining code blockers found.
The kubeconfig references tokenFile and the mounted CA, uses the developer namespace, and contains no token value. I reran the real-kubectl TLS fixture: primary mount, worker mount, token rotation, absent mount, and namespace mismatch checks passed. Both architecture image builds passed CI.
Staging acceptance still depends on Terraform block#1003 and image promotion; those changes have not been applied. Human testing remains unconfirmed. Readiness follows the author's explicit request; no human-test attestation was added.
test-cluster.py calls install_cluster_access directly, so the test does not detect removal or misplacement of either mode’s startup call. Add a focused mode-level assertion that confirms both paths configure access before starting their runtime. This covers startup wiring without duplicating the helper’s kubeconfig and TLS assertions.

Reviewed the optional startup-path test suggestion. Both production entrypoints invoke cluster configuration before exec; the fixture exercises real kubectl using each credential mount. No startup wiring defect was identified. The additional mode-level assertion is a follow-up, rather than a merge blocker.

@tee8z Automatic approval is disabled (reviews.auto_approvals.enabled: false). I cannot submit a CodeRabbit approval for head 5e696e73f0d805c9db36191e009832746aaa8ec2. No approval was submitted.
I accept the additional startup-path assertion as a follow-up, not a merge blocker.
All existing review and pre-merge requirements remain unchanged. CI is green as you reported; I have not independently verified the current provider approval status. Human validation and staging acceptance remain unconfirmed, and the repository’s human-test attestation is still outstanding in the supplied context.
If approval is required to merge, an authorized human reviewer must provide it.
