fix(action): pin the gate step's toolchain to the reconverge pairing - #3

reconverge-driver is built by the pinned nightly and dynamically links its librustc_driver; on a runner whose default toolchain is stable, every candidate came back tool_error (the hard stop worked — uselessly). The gate step now exports RUSTUP_TOOLCHAIN=inputs.toolchain, the same pairing reconverge's own tooling ships. The release trigger narrows to full versions so moving the floating v1 action tag does not re-fire publishing. Signed-off-by: Vyncint Ng <vyncint@icloud.com>
