Adds a TECH.md proposal for a shared sanitized diagnostic contract around task telemetry exporter failures. The spec is motivated by recent OTLP task telemetry changes where log export failures can preserve collector response bodies in worker logs.

Review guide

Start with specs/task-telemetry-sanitized-diagnostics/TECH.md. The key decision is the sanitizer boundary: keep useful status/category/request diagnostics while prohibiting raw collector responses, credentials, endpoints with user info, and nested provider error strings.

What changed

  • Documents the current log/trace exporter diagnostic split with commit-pinned references.
  • Proposes a shared internal/tasktelemetry/otlp sanitizer for all task telemetry exporter errors.
  • Includes privacy-focused validation, scoped parallelization guidance, risks, and follow-ups.

Validation

  • Read back the generated TECH.md after writing it.
  • No code tests run; this PR is documentation/spec only.
