ci: restart the bridge when lib/host-secrets.ts changes - #91

The bridge loads its credentials through lib/host-secrets.ts, but that file is absent from the deploy workflow's path filter. A fix to the loader therefore never restarts the bridge: the workflow does not run, the live checkout is not fast-forwarded, and the running process keeps stale code. Every other module the bridge imports (discord-bridge, discord-policy, discord-mention-policy, discord-text) is already listed.

The bridge imports
lib/host-secrets.tsfor its credential loading, but that file is missing from the deploy workflow's path filter, so a change to the loader would fast-forward nothing — the workflow would not run at all and the bridge would keep executing stale code. Adds the missing path.
