Block Modern for new default-skin selections while allowing wikis that already use it to retain that setting. This is a first step, at some point (if no wikis use it) it could be removed entirely. Bug: T418562

This is a first step, at some point (if no wikis use it) it could be removed entirely.
I expect wbstack/ui#1226 should be merged and deployed
ahead of this one, to avoid the UI being able to make invalid API requests (selecting modern).
