Summary
This change fixes Docker build workflow failures caused by GitHub Container Registry authorization during
pull_requestruns.Problem
PR workflows skipped the GHCR login step but still attempted to push images with
buildx. That path triggered an anonymous token request to GHCR and failed with 403 Forbidden.Bug: T438733
