Update ESLint and related dependencies

• Updated eslint to 10.9.1
• Updated eslint-plugin-jest to 29.16.6
• Updated @stylistic/eslint-plugin to 5.10.0
• Added globals as a separate package, as it is no longer included by default in eslint
• Added @eslint/js as a separate package, as it is no longer included by default in eslint
• Added eslint-plugin-jest for granular control over test linting and to fix unbound-method errors from generic typescript-eslint

Fixes vulnerabilities from dependabot reports relating to js-yaml via eslint.
