fix(test-runner): inspect PVSS log failures

Summary

• register the TestFramework runner project at the correct TfCustomizedSquirt path
• inspect PVSS_II.log for WARNING and SEVERE entries instead of trusting a zero WCCOActrl exit code
• keep junit conversion and report steps running before the final failure gate
• expose a runnable flag on the register-project action for non-runnable registrations

• validated actions/winccoa-register-project/action.yml with workspace diagnostics
• validated actions/winccoa-ctrl-test-framework-runner/action.yml with workspace diagnostics

Notes

• this PR is intended to be merged before the native GUI test framework workflow update that consumes the improved runner behavior
