This temporary draft exercises the public external-fork path for the Socket Firewall rollout. GitHub must withhold
PUBLIC_SOCKET_FIREWALL_TOKEN; the pinned action must independently recognize an ordinary pull request from a different repository into a public base repository and leave the public npm registry available.The pre-merge job must complete with read-only permissions and without persisted checkout credentials.
