Tracks zed-pkg-test/zed-pkg-e2e#189 and independently certifies zed-pkg/zed-cli#388.
This pins the exact candidate SHA
f3123ebebadaede30da97a31a586288c3b15609d, disables the Zed control plane/R2 path, clears ambient GitHub credentials, and runs both a normal install and a frozen replay from independent empty homes on Ubuntu, macOS, and Windows. The PR also causes the existing exact-head
zed-cli-388-github-only-outage.ymlpull-request workflow to execute, closing the gap where that workflow had been committed directly to main but never received a triggering event.Do not merge until all matrix jobs prove product behavior separately from runner-allocation failures.
