Replace the permissive line-based layout checker with a standalone Rust crate using parsed TOML and YAML. Reject malformed or missing targets, unsafe paths, escaping symlinks, empty implementations, legacy duplicates and stale workflow directories. Add golden fixtures and adversarial mutations, a committed Cargo lockfile, read-only workflow permissions and a job timeout. Keep draft until repository audit and hosted validation pass.
