fix(ci): bump build matrix Go version to 1.26/1.27 - #107

go.mod requires Go >= 1.26.0 (PR #106) but the build workflow matrix still pinned 1.25 with GOTOOLCHAIN=local, so setup-go refused to run and the Build job failed on main. Bump the matrix to test the go.mod floor (1.26) and latest (1.27), matching pr-checks.yml and release.yml.

The required 'All Checks Passed' gate lives in pr-checks.yml, but its paths filter only matched pr-checks.yml itself among workflow files. A PR touching only another workflow (e.g. build.yml) never triggered PR Checks, so the required status never reported and the PR stayed BLOCKED. Broaden the filter to '.github/workflows/**' so any workflow edit runs the gate.
