The delivery rules required Opus 5.5 delegation and fixed Claude attribution. Remove those requirements at the user's request by amending AD-0014 and aligning AGENTS.md and the reuse guidance.

Available agents can be used without a required provider, model, or separate client login. Attribution must identify actual contributors and tools. Serial delivery, independent review, and required host verification remain; historical records are preserved.

Validation at 9e3f948b817de4785bb230a4ae798729544d16bc: git diff --check passed. Native Windows and Linux python eng/verify.py run-and-report both passed the full profile (locked restore, design/proto compilation check, tool tests), and both required statuses report success. The independent review record is kept in the PR conversation.

Companions: Plan #71 and ArcForges #59. Merge this design-authority change first, then rerun both Plan legs against the resulting Design main before merging Plan #71.
