Independent review record — APPROVE at A fresh independent Codex reviewer completed this review; the coordinator is posting its record. No blocking or non-blocking findings. Reviewed the complete six-file diff, AGENTS.md, execution policy, delivery procedure and entry prompts. The coordinator/worker/reviewer and active handoff instructions consistently remove the required model, model-ID confirmation, separate-client dependency and false attribution, while preserving independent review and other execution gates. The remaining Opus reference records an actual past review. Distinct checks through Windows MCP:

The execution prompts required Opus 5.5, model-ID confirmation and fixed Claude attribution, causing agents to stop and request a separate Claude login. Remove those obsolete constraints at the user's request.
Align the coordinator, worker and reviewer prompts, execution policy, delivery procedure, AGENTS.md and active handoff instructions with the AD-0014 amendment. Available agents can be used without a required provider or model. Independent review, serial delivery and required host checks remain; attribution must match actual contributors and tools. Dated historical review records are preserved.

After Design #38 merged, native Windows and Linuxpython eng/verify.py run-and-reportwere rerun and both passed the full profile (Design-main refresh, plan validation, traceability and tool tests). Both summaries record the new Design main63cf9865be44f3427eff081f507275e5ec6f65d0; both required statuses report success. This satisfies the Design-main revalidation requirement before merging.Companions: Design #38, already merged, and ArcForges #59.
