Keeps the KubeRay chart upgrade from #457 and updates the operator image to v1.7.0. The chart passes feature gates that v1.6.2 does not recognize, so the old image exits before starting its controllers. The default-image test now checks the matching version.
Validation: Helm lint/render and 167 chart tests, chart script tests, license headers, and all 36 CLI test packages plus vet/build passed. Cluster smoke tests remain for CI.
