The contributor handoff guidance and additional agent requirements are consistent: agents must verify a completed review of the current PR head and dispositioned feedback before prompting for the label. No actionable defects were identified.

🟡 Changes recommended
The workflow does not define removal and reapplication of ready-for-human-review after new pushes, allowing a stale label to signal readiness before the new head is reviewed.

This seems like a duplicate of #4062, which one to keep? |
@kikoveiga This one we'll keep. I re-opened a copy as a way to test whether the agent would infer a good trigger to add the label |

Add the review grace period to contributor steps
When one bot finishes quickly but another asynchronous review has not yet appeared as queued, these contributor-facing conditions allow the label to be applied immediately because one current-head review exists and no pending review is observable. Require contributors to wait the same five minutes after opening, pushing, or marking the PR ready (restarting after a head change); otherwise they can signal human handoff during the race that the agent-side grace period is designed to prevent.
