…redev's own pin (dev holds no xtask, ledgers, pin or golden) ModernCI's plan for the first move (coordinator 2026-10-13): no baseline: target (absolute, as the dev rung always was); the oracle pin is read at $MODERNCI_HEAD (7ab21912d664 on predev 5c99bef); golden-guard holds dev's golden add-only wherever dev has one; the base-relative gate rules take predev's last landed commit, never dev; the oracle runs only where the pinned judge is installed.

Row 163 follow-up to #829. The predev→dev move can now be judged on ModernCI starting with its first run: dev (a71b21e, 2026-08-20) holds no xtask, no ledgers, no oracle pin and no golden. This follows the coordinator's plan from ModernCI's answer (
mci-work/busbar-predev-dev-plan.md).What (only

Unset, a detached checkout makes the base-relative rules (new edges, minted rows) RED:ceilings.rs::base_refcase 1. Every lane move already judged its delta against predev. Keepsrequires: [git-history].oracle: depends on row 163: bin/oracle fetches the pinned judge (busbar-release's published busbar-oracle at the base pin's sha256, .sig verified) or refuses: no judge #911. The judge is obtained bybin/oracleitself (OWNER 2026-10-13: no hand-installed tools; ModernCI removedBUSBAR_ORACLE_RUST_BIN). On Linux it fetches busbar-release's publishedbusbar-oraclefor the BASE pin'srelease_ref($MODERNCI_TO_SHA's pin, or this tree's when dev holds none, which is the first move) and runs it only at that pin's sha256. predev's pin isrelease_ref=7ab21912d664d11c7df6cc98fe78eed6b0119177. The check needs the secretBUSBAR_RELEASE_TOKEN, and so doesverify-done, whose PARITY group uses the samebin/oracle.oracle:golden-guard --base $MODERNCI_TO_SHAruns only when dev holdsgolden/1.5.5. Its--baseis required, and dev has no golden before the first move. From the second move on, the add-only guard runs as before.busbar-oraclecapability: the pin carries bothsha256_linux_x86_64andsha256_linux_aarch64, so either backend can fetch its judge.conformancestill requires docker, docker-compose and python3-venv (the prover).branch_file_check: ok:true. Requires: gates [git-history], conformance [docker, docker-compose, python3-venv, curl, git].Why: ModernCI answer 2026-10-13 (coordinator), BUSBAR-1.6.0.md Part 6 "BUSBAR-RELEASE RETIRED FROM BUSBAR" (#829). DEV-GREEN is this move green and landed.

xtask/tests/infra.rs::every_gate_the_modernci_branch_files_call_is_registered(from #829) reads this file. The move's own checks are the proof.Ledger rows: none.
