Summary

• Update both workflows to exact stable tags: checkout v7.0.1, setup-dotnet v6.0.0, cache v6.1.0, and upload-artifact v7.0.2. Remove the remaining checkout SHA pin as requested.
• Use mongo:9.0.4 for the CI service to pick up the startup fix tracked by SERVER-131779.
• Keep the existing runners, driver dependency, build/test matrix, permissions, and publishing behavior. Update the changelog.

Compatibility

This deliberately changes CI database coverage from MongoDB 8 to 9. The fixed MongoDB 8 images were not yet published when checked. MongoDB lists the existing .NET driver 3.0 as untested with MongoDB 9 in its compatibility table; this trial was explicitly approved. It does not declare new production support or change library behavior.

Validation

• Workflow YAML and action inputs were checked against the tagged official action definitions.
• Changes are limited to 11 action references, the MongoDB image, and the changelog.
• Local .NET/Docker execution is unavailable. The PR CI run will verify the existing Linux/Windows builds and net8.0/net9.0/net10.0 test matrix; results are pending.
• Packaging/publishing has not been dispatched.

CI verification for head d584ed37b993c8a625b836749f1ce922e6b2fe8b completed successfully: run 41308233443.

• Linux and Windows builds passed.
• MongoDB 9.0.4 pulled and became healthy in all three test jobs.
• net8.0, net9.0, and net10.0 each passed all 279 tests, with 0 failures and 0 skipped (837 test executions total).
• All five CI jobs passed, including test-result artifact uploads.

This verifies the current CI matrix with the unchanged driver; it does not establish broader vendor-certified MongoDB 9 compatibility. Packaging/publishing was not dispatched. Nothing was merged or released by this task.
