Moving the preview PDF action into the canvas left it outside the parent component's focus styling, so keyboard focus drew a separate capsule around the outlined button. The canvas now uses the same inset focus style, preserving a visible 2px keyboard indicator and the compact UI kit control.
Archive download is also disabled while the journal loads or the active filter has no results, so global ready-PDF counters cannot enable an empty archive action.
Validation: dev deployment 40219475467 succeeds, including all 2530 tests, format/lint checks and build. Live program 6 confirms outline-offset -2px with no box shadow and a disabled download button for the empty error filter. Targeted Stylelint/SCSS Prettier and 46 certificate tests pass locally. The original saved template is preserved and no participant emails were sent.
