TL;DR

Summary

Testing

  • task spec:validate: 21/21 pass (strict, openspec 1.14.3).
  • task lint:markdown: 0 issues in 402 files, including the new evidence file and the new specs.

Review commit by commit: one evidence commit, then one archive commit per change.

Closes the throwaway-probe and ruleset rows of ci-workflow-hardening with real runs: workflow-security green on PR heads, dependency-review red on a disallowed licence and on a vulnerable module, PR runs cancelled by newer pushes, and one main run per merge. Task 5.1 stays open: vulncheck is skipped on docs-only PRs and no PR has shown yet whether a skipped required job counts as passing, so the change is not archived.
Merged in #454 with every task ticked; the change carries no spec delta, so archiving only moves it under openspec/changes/archive/.
Merged in #455 with every task ticked. Archiving creates the backend-pool, export-annotations, git-engine and target-status specs from its four deltas (13 requirements added, none modified), with a written Purpose in place of the generated placeholder.
