ci: prod 스모크 테스트에서 외부 /actuator/health 확인을 뺀다 - #328

헬스체크를 관리 포트(8081)로 분리한 뒤(apply_prod_dau2.py) 이 경로는 ALB 밖에서 404 라 prod CD 가 배포는 성공해도 매번 failure 로 끝났다. 그 헬스체크는 ALB 대상 그룹이 보고, 앞 단계 rolloutState=COMPLETED 가 새 태스크 전부 통과했다는 뜻이다. /health/public 확인은 그대로. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

infra/capacity/apply_prod_dau2.py)https://prod.ruleup.co.kr/actuator/health는 ALB 밖에서 404 다. #327 배포는 정상(ECS COMPLETED·V12~V17·5xx 0)인데 CD 가 Smoke test 에서 failure 로 끝났다(run 39016905759).수정
