fix(clips): Clips comes back after its ring dies, and that isn't a failed recording - #823
Found in the Linux retest on ogre (retest 150, Intel VAAPI, Clips on). When the buffer-only Clips ring's session ends unexpectedly (here an encoder child exited, or the laptop ran out of CPU; replay.state = error, "The session ended before you stopped it, so clips are off."):
Clips never comes back on its own move. Output → Clips says "Not running right now. It tries again after the next recording or source change", but turning the switch off and on does nothing, a source change does nothing, and (without touching the switch) Record → Stop does nothing either. Only toggling the switch and then recording brought it back.
The user gets "Recording stopped unexpectedly" (persistent error toast + session notice, with "Open in Library") although nothing was recording and nothing is in Library. The "Clips stopped" toast is the right one.
Root cause
The replay.state error handler disarms the ring (on purpose, so a failing session is not retried in a loop), but nothing armed it again except the switch.
replayBufferReconcileAction only started a ring when replayState === 'off' and recordingState === 'idle'. After a ring death the backend keeps replayState: 'error', and the ring's own session ends with recording.statusfailed (replayOnly: true), not idle, so even an armed ring stayed off.
recording.statusfailed always went to publishRecordingFailure, including for the buffer-only session.
Fix
Reconcile: an armed ring starts from offorerror, and a failed session counts as over like idle.
replayShouldRearmAfterError (pure): re-arm only when disarmed by an error, the switch is on, and nothing refused it (the software-encoder guard keeps its own reason). Called after a recording or livestream ends (idle or failed), after a source change, and the switch itself arms it. The ring's own end never re-arms it, so a session that keeps dying is not retried in a loop.
A buffer-only failed status no longer publishes a recording failure; the existing "Clips stopped" toast says what happened.
Merging after #817: #817 moves the source change into its own effect. The re-arm call belongs at the end of that effect too, before scheduleReplayReconcile(). I did that in my integration build (below); it's a one-line conflict.
Tests
replay-buffer-reconcile.test.ts: armed + error starts, disarmed + error doesn't, failed + replay-only counts as over, re-arm helper truth table. 9/9.
Build: main + #817 + #818 + #819 + this branch, release backend + production renderer, profile with Clips on, Camera only, PipeWire tone mic. The ring death is forced by SIGTERM to the app's own rawvideo→FFmpeg encoder child.

Found while running the 20-minute load soaks for #818: on this laptop the encoder bridge sometimes exceeds its frame-delivery budget at load 30+, which ends the ring this way. That is a capacity limit (not fixed here), but before this fix it turned Clips off for the rest of the app session.
When the buffer-only ring died with its session (replay.state error), the
renderer disarmed it and the reconcile only started a ring that was off.
Neither the switch, a source change nor the next recording brought it back,
although Output promised it tries again after the next recording or source
change. Start from error once armed, and re-arm after a recording or
livestream ends, after a source change, and from the switch. The ring's own
end never re-arms it, so a failing session is not retried in a loop.

The ring's own session ends 'failed', which kept the reconcile from
starting it again, and showed 'Recording stopped unexpectedly' with an
Open in Library action although nothing was recorded. Count 'failed' as
over for the ring, re-arm after a failed recording or livestream, and leave
a buffer-only failure to the 'Clips stopped' toast.

Replay-buffer reconciliation can restart an armed buffer after an error. The studio hook checks whether to rearm after eligible session and source changes, and excludes replay-only sessions from failed-recording notifications.
Reconciliation can start when the replay state is off or error and the recording state is idle or failed, subject to existing pending-operation and retry-limit checks. The new replayShouldRearmAfterError helper and tests cover rearming conditions.

The hook tracks whether the latest active session was replay-only. Eligible session endings, failures, and source or blocker changes trigger a rearm check. Failed-recording notifications exclude replay-only sessions.

Assign the recovery callback after commit.
This assignment mutates a ref during render. If React discards that render, an existing event listener can read its uncommitted callback. Assign the ref in an effect or another commit-phase path instead. React explicitly disallows ordinary ref writes during render. (react.dev)

[error] 15664-15664: This ref is mutated during render. React can replay or discard render work, so the mutation can leak from UI that never commits.
Move ref writes into an event handler or effect. Render must stay pure because React can replay or discard it. The predictable null-guarded lazy initialization pattern remains supported.

Keep both replay helpers (re-arm after a dead ring, restart for a
source change) and plan 198's ranToIdle failed-start reset. Lazy-load
the source-restart check so the reconcile module stays out of the
eager Studio chunk instead of a static import.
