docs/talk: Get started comes first, Contact last

The maintainer is using docs/talk/index.html as the project's homepage (the repo's About link) and asked for a homepage order: how to start right after the title, and contact details at the end.

• Get started is now section 01, right after the title.
  • Left: the three commands. They still type themselves out.
  • Right: a "What happens next" card with the three sign-offs and the final render, the three effort levels, and their times. The wording comes from the README's quick start.
• Contact is a new last section (10). It holds:
  • the GitHub QR code
  • the WeChat QR code (it still hides itself until docs/talk/img/wechat.jpg exists)
